The basic purpose of seed certification is to maintain and make available to the public high quality seeds and propagating materials of superior crop varieties so grown and distributed as to ensure genetic identity. Through the certification process, the limited quantity of improved seed and propagating material released by plant breeders as new varieties is increased to quantities adequate to meet the needs of the agricultural industry.
